Children's Home Statement of Purpose & Policy Support

Document support should help describe and guide the care your home actually provides. Whether you need a Statement of Purpose review, a Children's Guide or a policy audit, begin with the service model and the people who will use the documents.

Start with the Statement of Purpose

Regulation 16 and Schedule 1 set the framework for the Statement of Purpose. A review should check the required content and whether the account of care, staffing and the home is consistent with reality. It should also identify claims that your team cannot yet evidence.

Agree the documents and the depth of work

A document audit, a full rewrite and a staff implementation programme are different pieces of work. List the documents in scope, who provides the operational information, who signs off changes and what version will be delivered.

  • A gap review explaining missing, unclear or inconsistent content.
  • A Statement of Purpose aligned with the intended care model and service.
  • A Children's Guide adapted to the children who may use it.
  • A policy review focused on how staff will make decisions and act.
  • A version log, named review owners and a practical handover.

A template needs local decisions

Ask the consultant to mark where your home must supply details rather than leave generic wording in place. Consider contacts, escalation arrangements, roles, training, the premises and how children can access help. Test a policy with a realistic staff scenario: can the reader work out what to do and who to involve?

Make the Children's Guide usable

A guide should be understandable to its intended readers. Discuss format, language, communication needs and how children can contribute to improvements. A polished adult-facing document is not automatically an accessible guide for children.

Questions to ask before appointing

  1. Which documents are included and how many revision rounds are allowed?
  2. How will you learn how our home operates?
  3. Who checks specialist areas outside your competence?
  4. How will staff and children understand the final documents?

Common questions

Can we use the same policies for every home?

Shared organisational policies may be useful, but each home needs to check that the detail fits its service, staff, premises and children. A consultant should identify where local adaptation is needed.

Does buying a policy pack prove readiness for Ofsted?

No. Leaders and staff need to understand and implement the documents. A pack alone cannot demonstrate the quality of care or guarantee a registration or inspection outcome.

Official guidance to check

This page helps you scope support. Refer to the current official sources for regulatory requirements in England.

CHH is independent of Ofsted. Checks are not statutory accreditation and do not guarantee consultancy performance, registration or inspection outcomes.
